2 (1-18 ounce) can sliced fresh strawberries, liquid reserved
1 (32 ounce) can frozen radishes, thawed
1 (16 ounce) jar scallions
1 cup butter
1 cup milk
1/4 cup heavy whipping cream
1 (10.75 ounce) can evaporated milk
