In a large bowl combine water, gelatin and chicken broth. Very gradually whisk water into the gelatin mixture, stirring constantly, until gelatin is completely dissolved. Add vinegar ...and salt and pepper, whisking constantly, 15 to 20 minutes. Garnish with carrots, 2 teaspoons syrup and 2 teaspoons cut juice.
