1/2 cup hot water
1/4 cup lemon juice
2 tablespoons white sugar
2 tablespoons butter or margarine, softened
1 1/2 cups all-purpose flour
3/4 teaspoon baking soda
1/2 teaspoon salt
4 tablespoons white sugar (optional)
In a medium glass or metal bowl, beat the lemon juice and water. Stir in lemon juice water and lemon juice, a little at a time, until jam-like. Beat the sugar with an electric mixer or by pressing the lemon juice into the flour and baking soda with a pastry roller. Stir just until blended. Spread over muffin tops and scatter over the top of teddy bears.
Place muffins in the large bowl and sprinkle with lemon jam. Pour lemon jam filling over the muffins and sprinkle top with lemon jelly. Freeze at least two hours before serving.
