Preheat oven to 375 degrees F (190 degrees C). Grease cookie sheets.
In a large bowl, combine the water, cream cheese, raisins, cream cheese mixture, butter, vanilla extract and cookies. Stir well and mix thoroughly. Spread evenly into the prepared cookie sheet.
Bake for 10 to 15 minutes in the preheated oven, or until lightly browned. Cool completely, mix gently in remaining ingredients and frost with caramel candy glaze.
