1 (4 ounce) package cream cheese, softened
2 tablespoons lemon zest
3/4 cup white sugar
4 teaspoons all-purpose flour
2 teaspoons baking powder
1 1/2 cups milk
1/2 cup butter, softened
Beat cream cheese, lemon zest and sugar into cream cheese mixture in large bowl. Mix in flour; beat until blended. Stir milk into cream cheese mixture with cream cheese mixture in small bowl.
Form mixture into five discs; place on work surface. Cover and refrigerate for at least 4 hours. Sprinkle with remaining lemon zest. Chill and cut 1 tablespoon for garnish and texture. Garnish with remaining sugar.
